Because CA is the illogical bureaucratic capital of the world...
 
This may be more of a hassle than you want, but it's just an idea. How  about 
a trip to Vegas, or other nearby state with less strick out of state  
transfer rules? You can set up a PO box to establish 'residency' and get a title  
from that state and then transfer that title to CA. There are also some title  
companies that will do this for a fee. If I recall many of them are in Texas.  
Check Hemmings or old car type magazines.
