Smitty says:  That tarpaper stuff does have a tar like composition and
will coat sandpaper into uselessness in about two strokes.  Whip out your
putty knife and shave it off.  You might use a little gentle heat from a
radient heater or such.  Final cleanup with a hydrocarbon solvent.  And
then----use the sandpaper.
