Unless water has been laying in the cylinders causing severe rust, my guess
is the valve stems have rusted into the guides.  Pull the valve covers and
give each rocker arm a rap at the valve end with a leather mallet or a chunk
of wood and a big hammer.  If they are all loose enough to move, then try
turning the engine over.  The pistons and rings are bathed in oil and
shouldn't seize under normal storage. If it still doesn't move, tear the
engine down.
