Norm, the flap is there to protect the axle dipstick on the 64-5 models. 
Someone else will have to tell you if the '66 shield is the same.  The big visual 
difference between the LM 65-6 shield and the EM (62-4) shield is that the 
clearance dimple is a complete oval on the EM shield and the dimple sort-of runs 
off the bottom edge, making it a "D" shape on the LM shield.
