At $500 it's a no-brainer.  You could part it out and easily triple your 
money so there is no risk.  I'd buy it and focus on getting it running well while 
looking for a good body to put everything into.  If there's that much visible 
rust, there's actually triple that amount in the car.  You can find a good 
body for less than $500 with no rust and swap everything over.  Unless you are 
adverse to a "sweat equity" (work), go for it.
