  Here is a brief summary of my local city ordinance. (Las Cruces,New Mexico)
This ordinance includes all motor vehicles that are 
abandoned,wrecked,dismantled or partially dismantled,OR NOT IN OPERATING 
CONDITION. It is unlawful to PARK or STORE such a vehicle on any public or 
PRIVATE property for more than 72 hours.
  I don't know if this law is enforced often but it sure kills the Old Car 
hobby in my city. My 94 ford van that ate it's starter Saturday is now in 
violation of this law.
