Yes, painting the backing plates is a good idea, although i'd sandblast or 
clean with a wire wheel first.

No, painting the backing plates won't interfere with the contact surfaces.   

i think the correct service procedure is to put a thin coating of grease 
(white lithium, iirc) on the six little pads where the brake shoe steel contacts 
the backing plate, to prevent squeaks.
