<VV> bleed through on trunk paint

i have some minor surface rust in the trunk of my 63 vert spyder, am
attempting to paint it again (did it a couple of yrs ago also) i wire brushed
the area with a drill motor, painted the offending areas with rust
encapulator, then i  sprayed at least 10 coats of the trunk spackle paint on
and after a few minutes the rust color bleads back through, every time.
not sure what else i should do different except to start over and try the
whole thing again, anyone else have this problem and solved it?
