Norm,

I would try replacing the modulator.  It's job is to supply the right fluid
pressure to the transmission, if to much pressure hard shifts.  You might
get the PG book from Corvanatics, great value for the price, contact Diane
Galli @ rdgalli@tcsn.net.  It will give you a detailed description of what
the modulator does among other things.  I dont think its the low band
adjustment.
