<VV> Sticking Tach

Has anyone had problems with their tach sticking at various positions on
the dial?  It usually sticks around 3000 rpm, holds for a few seconds
then drops back down.  Is this a mechanical problem with the dial or an
electronic one with the sending unit?  Also since my speedo stopped
working recently, what are the corresponding speeds for certain rpms for
a '65 4-speed Corsa transmission.  I believe the differential is stock
for the car also.
