I think you're saying you just got a look at the rules as you were 
leaving to start the rallye.

Anyone who goes to a convention to compete in an event, with any degree 
of seriousness, should get a set of the rules and study them beforehand 
so they know what they're doing. They are all available on the CORSA 
web site.

The same goes for those putting on an event. All those designing an 
event or working it should be intimately aware of the rules.

You are correct in your comments about where these events should be 
conducted. As much as possible, the economy run and rallye should be on 
"back roads" void of traffic and congestion. That is not always 
possible. That's a problem with conventions. In order to get the 
required facilities, conventions typically have to be in more populated 
areas. This puts events in high-traffic areas. A solution is to have 
remote starting points but everyone always wants to start from the host 
hotel. It sounds like the Lexington rallye organizers took the best 
approach; don't have timed portions of the rallye in areas prone to 
delay. It'd be nice to have a convention in more of a resort area out 
away from so much congestion.
