 Smitty says:  GM put quite a bit of work into trying to prevent that
problem.  If course it could be other things too, but do you have the
proper insulators under your carbs?  When trying to start it do not pump
the gas , but hold the accelerator down solid/flat against the floor to
open the choke unloaders.
