<VV> Asphalt patching - almost NO CORVAIR

Guys,
A friend's driveway (where I do most of my Corvair work) is deteriorating.  Another friend bought some 'pothole patch'; loose asphalt chunks to fill in bad spots.  He layed it down & used a hand tamper to try & pack it down.
The problem is, this stuff doesn't seem to form a solid patch - it stays granular.  The first guy is in a wheelchair, and he digs ruts into it.
Can anyone suggest a better fix?  Would a powered tamper help?  Heat?  Could something be poured onto this stuff to force it to become more solid?
