Is there a way to check to see if a lifter is bad? Also, the previous owner
drove the turbo without a harmonic balancer and a 95hp pulley. Could this
have caused the wearing on the cam? Some people say do not put new lifters
on an old cam - would this be part of the problem?

Sam,
Assume they are all bad. You have the engine apart now, replace the cam and
all lifters. Using old parts over again is penny wise but dollar dumb. I
recommend new billet cams but regrinds work quite well. Replace the pistons with
new oversize ones and bore the jugs. Have your head shop replace all of the
valve seats and valve guides. All new valves is also a good idea. If you
check them closely you will probably find at least the intake valve stems are
worn. I do NOT recommend you use valve stem seals. This keeps the oil away from
the valve stems and causes excessive wear. IMHO
