That's like asking the best brand of oil! ;-)
The shop manual, Claypool, Hand... and a lot of the other pros adjust cold.
A large group of owners (myself included) adjust hot and running.
I won't go into my theories on why the differences, but the easier method to learn is cold. Adjusting
"running" is more of a "hear, touch, and feel" thing.
But the good news is... once you adjust them properly either way, it's permanent.
