i would look at several other things before condeming the cam. i would put a 
big question mark on a bad camshaft?  rare failure , lifter sticking in bore 
or other valve train problem such as plugged oil gally to lifter or cam journal 
is much more common. i have seen very few cam journals or lobes bad in many 
years of tearing down engines,,but many lifters worn concave etc. valve 
geometry off can cause this also if pushrod not pushed straight up and down will 
cause binding of lifter . if you made changes in head or base gaskets?  was engine 
boiled out and all passages blown out carefully? do you monitor oil pressure 
for a while after rebuild?  i put a gauge on the oil filter bolt for a week or 
so after building or repairing any of mine. lots of nasty 
posssibilities...ask any GOOD machine shop, preferably one who understands corvairs.  looks like 
that lifter could not spin to me, but i am not an expert.
