<VV> 63 rocker panel

In accessing the body work I need to do on the wifes 63.  On the drivers
side front just behind the wheel well there is a whole.  Round.  So I
don't know if it is supposed to hold a plug.  Or if its a rot hole I need
to fix.

The other side doesn't have it, but I don't know what the previous owner
did to the car.
