<VV> make it run

hello everyone, i'm new to corvairs and to vv's.  my 1963 won't start.  bought
in kansas, trailer to minn, now no start. had test drove in kansas, drove onto
trailer, but now no go. have put in new battery (needed anyway), am getting
gas in carbs, turns over fine, but no spark at plug. pulled dist. cap, has
pertronix ignitor ignition (electronic) and all appears fairly new, rotor in
good shape.  coil says needs a ballast resistor-would this be in engine comp?
only wire going out of engine compart appears to be yellow wire. i'm stuck.
