[FC] FC elec fuel pump mounting

I'm in the minority on this, but I generally mount electric pumps low on the transmission cross member.  Since it's isolated from the body, even a quiet engine drowns out the pump entirely.

Since it's a point of contention, I'll point out the pump specs I've checked specify a vertical, not horizontal, suction distance.
