there was / is a unit available from NAPA that does what you want.
I am sure others are there.
I am developing one that will not show , control takes the same knob etc .I 
 found the parts I wanted , now to make it work on the bench soon. I hope 
to  write about it later this winter. I am having problems keeping up with my 
 "dream" projects right now. This type of thing is why i enjoy walking thru 
used  auto parts yards..get too many ideas to keep up with!
The chevette / citation unit works , but does not look nice , you have to  
add a separate control for delay / pulse.  I have a MUCH better looking  way 
in mind. In fact it does not show.
