Thx mike and everyone else for your quick responses. mike, seems like your thoughts are most applicable to my situation re rough floor, soundproofing, and water n rust protection.
I've already repaired rusty front floorboard and applied POR-15 (was much easier than I expected) - so applying to passenger floor area is no big deal - while it doesn't hide rust damage pock marks, it certainly is supposed to handle water n rust issues and floor already feels 100% more solid than it did. + i can paint to match interior color, then use rubber mat (dyna-mat?) under carpet for soundproofing. Tim colson also had a simple, effective solution for whatever limited hauling I do - just throw some cardboard on the floor first.
I'll likely waffle some more, so any additional input appreciated.

I used a linex type product in the whole interior of the Westbrier. While
it is an indestructible waterproof surface that will no doubt out last the
van, it is sometimes a pain in the arse. Most notably in the mid section.
The ribbing of the floor runs lengthwise making it hard enough to sweep out,
no introduce a textured surface to it and it is now inpossible to sweep.
Here at the end of the project I placed a truck bed mat over the floor to
allow easy cleanup. The key factors that made me want to put in the liner
were; hiding the beatup interior (worked great), rust protection (well see)
and noise reduction (didn't work). All in all I would not recomend using a
spray liner in a brier I would however get a 3/4 inch rubber truck bed mat
to place in there for work purposes.
