The short answer is yes, but there is more to it than that.  No reason  
you couldn't use 16s or 17s for that matter.  I have not done a lot of  
research on FC wheels, but if you want some info on figuring it out  
yourself, see my page on the subject:

What you'll need to determine is a good backspace in addition to the  
diameter and bolt pattern.

Generally the same front and rear, we use 35 psi.
