it is repairable  unless it is the cable.
i have fixed a cable by removing the gut and cleaning it , dipping in oil  then reinstalling it. the end may need to be trimmed to do this. if the end is  ragged try unhooking both ends and spinning it in the housing.
if it is the early style pedal linkage , you may be able to just clean and  lube the slide under the pedal...i was able to make mine work good doing that.  also check where the shaft goes thry the floor . make shure the disk is free in  the retainer.  lube it with lite oil.
