It is really a replacement knuckle, the part that goes between the  
ball joints on the front end.  The spindle is set higher, thus  
lowering the front of the vehicle without cutting the springs.

In most cases, production cars have a little extra clearance between  
the tires and fenders, or you can run a shorter front tire to lower  
the vehicle without changing the ride or handling.
