[FC] 61 rmpside seatbelts

I put set belts and shoulder harnesses in my 61 Rampside 20 years ago.  It 
wasn't that hard.  The belts/harnesses were out of a 82 Thunderbird.  Yes, 
I change out the belt material  in 96 and it is about time to do it again.
