No, the steady throttle caused the vacuum advance to advance because you
have a steady vacuum available. When you ever so slightly step on the gas the
vacuum advance retards coresopndingly to how much and how fast you apply the
throttle.
You should have no advance at idle, the vacuum canister arm should be all
the way to the left. if it is moving then the carbs are not set correctly and
maybe your timing is not set correctly then either.
Unplug the vacuum line and set the timing just to be sure. When you plug
in the vacuum line the engine should not increase in RPM.
