[FC] Cleaning The Gas Tank

Hey everybody:

I understand that one good way to clean out an old gas tank is to shake it 
around with a length of chain inside.

Well, I have tha chain.  Should I put some sort of liquid into the tank to 
prevent a spark?  Water or solvent or soap?
