Yes, nowadays people go to jail for that! Back then it was just a colorful
tidbit for a story.  (though today's car make it very difficult)

My favorite part is the fact that the odometer on the test car was rolled
back from 10,360 to 1,800 for retail sale and they sort of joke about it in
the article!
