Brudda Steve is right, 13s are getting harder to get, but keep in mind you can always go to Coker tire and get 6.50 13 tires (non-radial, bias ply tires), as the Corvair was originally equipped. None of the radial tires available today appear to be exactly the same size as the original 6.50-13 tires.

As far as the effect of tire size on the car: Smaller tires will give slightly better acceleration, larger tires will give better highway/cruising speed (lower RPMs), in either case deviating from the 6.50 13s will give you speedometer error but, after 40+ years it is probably not all that accurate anyway.
If you decide to upgrade to 14's there are many more tire size and wheel offsets available.
Here is a website that contains a nice write-up on wheels http://www.westerncanadacorsa.com/Articles/WheelsandTires.htm
Mine runs P215R60-14 tires and it goes around corners like it is on rails, but it is harder to steer (though it also looks wicked too!). In my case the increased steering effort is probably due to the quick steering arms.
